Can my wife be forced for divorce?

divorce terms already discussed, used mediator and paid almost $11000. already. only thing left is for her to sign, notarize and papers will get filed. wife is delaying already for almost 2 months, can I force her legally at this point? what advantage does she have if she holds out? it's been 13 months since our seperation
