Tampons and Pantyliners on an infant?

I have a 3 yr old and a 9 month old. WELL....... the 3 yr old has quite the sense of humor, unless she thanks this type of thang is normal, not sure! Anyways, so I walk into the bathroom and Gretchen (3 yr old) had Brewster (9 m.o.) playing "dress up". I nearly threw up in my soup when I saw that Gretchen had scotch taped a tampon onto each one of Brewsters lil ears. And she made a mohawk hairstyle out of a pantyliner. Worst part is, down south here we can't flush those kinds of things down the twailet, because it can back up the septic tank and you can be up to your knees in the brown stuff! NO THANKS! No, we have to toss those fun little leftovers right in the trash receptackel, so these little earings and hat weren't exactly fresh from the package! I think she's a natural trash picker just liike her daddy. Looks like its time to put a lock on the trash caan! Poor lil bugger. Any recommendations for discipline my Gretchen? Don't worry, I disinfected the baby with lysol wipes and sanitary napkins!
