My pug puppy keeps peeing in the house, any suggestions?!?

Hes a pug and six months old. Im working on housebreaking him. I will go outside with him for fifteen minutes and he wont go, hell even just lay down! A couple minutes after bringing him in, he goes on the floor(poop and pee). Does anybody have any tips on how to housebreak a pug puppy?!
