I have a horse that is not ridden alot and seems to be losing muscle in his rear. He's a Paint...help!?

He has no metabolic issues and was an easy keeper in Ocala where there's a lot of gr. My stable has a pangola round bale in the field where he stays and he's grained twice a day. Is pangola hay nutrient deficient? he's 7 yrs old
